(Francisco Kjolseth | The Salt Lake Tribune) Rep. Karianne Lisonbee, R-Clearfield, works on the House floor during the legislative session on Thursday, Feb. 21, 2019. The lawmaker claims she has tried to address constitutional concerns in her bill, HB166, that would seek to ban abortions preformed because of a fetal Down syndrome diagnosis. The ban would kick in only if courts approve this type of law in other states, she said.
