(Abigail Dollins | Special to The Tribune) Caleb La Chance, 18, sits on the steps of the RV he lives in for a portrait on Tuesday, Aug. 25, 2020 in McMinnville, Ore. In late 2018, La Chance was sent to Red Rock Canyon School by Oregon's foster care system after he started getting in trouble for running away and smoking marijuana. During his time in the facility, La Chance was frequently held in restraints and assaulted by staff members. "Nobody believed kids because it never happened on camera," La Chance said. "Kids were getting assaulted all the time."
