Utah is not a ‘sanctuary state,’ Gov. Cox says, citing ‘outdated’ ICE memo shared with state leaders

The memo was originally drafted in May, but rescinded Friday after a meeting between Utah leaders and a local U.S. Immigration and Customs Enforcement official.
