(Screenshot) Responding to a report of stolen cellphones, three West Valley City officers found suspect Elijah James Smith in the garage of a house on April 8, 2018. After officers instructed Smith to put his hands up, one officer fired three shots, one of which killed Smith. Salt Lake County District Attorney Sim Gill decided the officer will not face charges for the shooting.
